Moving with children adds a layer of complexity to any relocation — but families who have made the move to Phnom Penh consistently report that the city exceeded their expectations. The combination of world-class international schools, a safe and community-oriented residential environment, affordable childcare, and a pace of life that prioritises family time makes Cambodia's capital a genuinely excellent place to raise children.
Phnom Penh's international school ecosystem has matured remarkably. ISPP, Northbridge International School Cambodia (NISC), and the Canadian International School (CIS) all offer IB programmes on large, well-equipped campuses. Fees are significantly lower than equivalent schools in Singapore, Tokyo, or Hong Kong — a major factor for families making longer-term relocation decisions.
Phnom Penh is safer than its regional reputation sometimes suggests. The expatriate neighbourhoods — BKK1, Tonle Bassac, Toul Tom Poung, and Diamond Island — are calm, well-lit, and full of other families. Street crime in these areas is low, and the community feel is strong. Many families report that children have more freedom and outdoor time in Phnom Penh than they did in Tokyo or Seoul.
Royal Phnom Penh Hospital and Sunrise Japan Hospital both provide paediatric care at international standards. Japanese-speaking medical staff are available at Sunrise, which makes the healthcare transition significantly easier for Japanese families. Comprehensive international health insurance is recommended and is readily available at reasonable premiums.
Diamond Island's riverside park, the greenery around Toul Sleng area, and the gardens surrounding many residential compounds give children more outdoor space than many Asian city alternatives. Swimming pools are standard in most expat-grade condominiums. The international school sports and arts programmes are extensive, and the wider expat community organises consistent family-friendly social events throughout the year.
