An off-plan condo and a completed condo solve different problems. If you need a home soon, a unit you can inspect may suit your timing. If you can wait, an off-plan project gives you a different set of choices—but your decision depends on the contract, delivery and final specification.
Start with the date you need the keys
Separate your move-in deadline from your investment horizon. Buying a future home does not remove the cost of living somewhere else while it is being built. Put temporary accommodation, furniture and a possible delay into your budget before comparing purchase prices.
| Decision | Off-plan | Completed unit |
|---|---|---|
| What you inspect | Plans, specification, showroom and dated construction evidence | The actual unit, building services and common areas |
| When you can occupy | After delivery and the required handover steps | After purchase completion and any existing tenancy or repairs |
| Payment | Contract milestones; ask what triggers each payment | Negotiated completion terms and transfer arrangements |
| Rental evidence | Comparable buildings; projected income is not achieved rent | Request leases and payment records if sold as tenanted |
| Main checks | Delivery terms, approvals, specification, remedies and title arrangements | Condition, title, debts, tenancy and building management |
A practical comparison: J-Tower 3 and existing listings
J-Tower 3 is a project purchase route. Its published schedule should be reconfirmed before committing. Compare the Anna Suite specification and payment terms with the condos currently listed for sale. Do not treat a similarly named completed building as evidence of the new project's delivery or rental performance.
Ask for a like-for-like cost sheet
Record the asking price, size definition, furniture inclusions, purchase costs, recurring charges and cash payment dates for each option. A lower headline price may come with a different fit-out or payment schedule. Ask an independent Cambodian lawyer to review the documents for the specific unit before paying a non-refundable amount.
- Define the latest acceptable move-in date.
- Choose two or three units that meet the same space and location needs.
- Request the contract and the exact specification for each.
- Inspect the completed option and request dated progress evidence for the off-plan option.
- Compare total cash required, not just the advertised price.
Do you need rental income immediately?
An off-plan condo cannot produce ordinary tenant rent before it is delivered and ready to let. For a completed unit, vacancy, repairs and tenant finding can still delay income. Use the rental yield worksheet with your own assumptions, and leave future rent blank until you have evidence.
Is off-plan always cheaper?
No. Compare the specific units, usable area, fit-out and all payment obligations. Price differences alone do not establish value.
Can I use a developer's rent forecast as guaranteed income?
A forecast is an assumption. Any guarantee needs its own written terms, counterparty review and independent advice.
