New project announcements can make a market feel busy. A purchase still depends on the evidence for your unit. This October 2026 reading note uses a dated research baseline and a practical comparison framework; it is not a live transaction-price index.
The baseline—and its limits
Knight Frank's H2 2025 report recorded 63,334 completed condo units in Phnom Penh, up 9.6% from H2 2024. It described a market adjustment toward affordability and cautious demand. The report was published in February 2026: these are historical observations, not October 2026 inventory or prices.

Three comparisons to make in 2026
The following is Anna Advisors' decision framework, rather than a prediction of price growth.
| Question | Evidence to request | Useful next step |
|---|---|---|
| What will I actually receive? | Exact floor plan, size definition, fit-out and delivery terms | Compare off-plan and ready units |
| What will it cost to hold? | Building charges, maintenance, financing and realistic vacancy | Run your own income scenario |
| Who would live here? | Bedroom usability, commute, services and comparable rental evidence | Review rental alternatives |
Separate asking prices from completed sales
A listing price shows what a seller is asking. It does not establish the price achieved in another transaction. Keep asking-price comparisons in one column and any verified completed-sale evidence in another. Note whether area is measured on the same basis and whether furniture or fees differ.
Where J-Tower 3 fits in the comparison
For buyers considering a future home in Tonle Bassac, the J-Tower 3 Anna Suite page brings together existing published options and developer-planned specifications. Compare those documents with other sale listings before choosing a purchase route. A citywide supply figure does not demonstrate that an individual project is undervalued or that its rental return is assured.
A useful brief for your advisor
Start with your budget, intended use and required move-in date. Then list the trade-offs you can accept: construction timing, furnishing work, distance from daily destinations or a smaller unit. This gives the comparison a purpose and makes it easier to reject listings that look attractive but do not meet your needs.
Our investment guide covers the wider buying questions. Use this market note to frame the comparison, then request current documents for the shortlisted units.
Is this an October 2026 price forecast?
No. It identifies the period of the research used and explains how to assess a purchase. No future price or rental growth is forecast here.
